Involved early, but expecting detailed plans

People want to be involved early in the planning phase of things, but when I introduce some new ideas they immediately start asking details about how to achieve those plans. If I instead go to them with ready made plans on a detailed level they are upset why they weren't involved earlier in the planning phase.

It's hard to balance between these two. Of course I'm not obligated to share and involve people in my plans and could just tell them what to do once the plans are ready. I wouldn't even need to share the details on reasoning behind the decisions. But I'm a big advocate of transparency and involving people in matters related to their job. I would just expect them to understand the process better and respect the chance of having a say on the plans while they still might be unfinished.
